International Labour Organisation (ILO)

Mandate
ILO is the oldest UN agency, and is specialised for promotion of social justice and internationally recognised human and labour rights.

In Kosovo since: August 1999

At a glance:

Presently, ILO is operating in Kosovo through two Technical Cooperation Projects:
  1. Skills Development for the Recovery and Reconstruction (SKILLS) in Kosovo and
  2. International Programme on the Elimination of Child Labour (IPEC)

Skills Development for the Recovery and Reconstruction (SKILLS) in Kosovo was designed to contribute to the reconstruction and recovery of Kosovo and assist in its transition to a market economy, including:
  • Establishing of labour market institutions (i.e. the Ministry of Labour, the Public Employment Service and a network of regional training institutions)
  • Establishing a vocational training system for adult unemployed and workers
  • Building the capacity of labour market institutions in the provision of counselling, guidance and other assistance to job seekers
  • Developing a system for the promotion of self-employment through vocational education and training (VET) institutions and the employment services
  • Strengthening the capacity of labour market institutions and the social partners in the design, monitoring and evaluation of youth employment policies and programmes
  • Pilot-implementation of active labour market measures targeting disadvantaged youth

IPEC as a Technical Cooperation Programme of the ILO is operating in Kosovo under a regional programming framework: Project of Technical Assistance against labour and sexual exploitation of children, including trafficking in CEE. The project in Kosovo was designed to contribute towards the creation of an enabling environment to effectively prevent and eliminate WFCL, including:
  • Establishing and strengthening an institutional infrastructure to address child labour
  • Mainstreaming WFCL within policy frameworks/processes in Kosovo
  • Determining hazardous forms of child labour that need immediate action for prohibition
  • Developing Child Labour Monitoring processes to ensure identification and withdrawal of children from WFCL and collection of fact based data for future policies
  • Strengthening the capacities of governmental institutions, social partners and NGO’s in addressing the issue of child labour
  • Promoting a long-term social and economical reintegration of children withdrawn from the Worst Forms of Child Labour, including trafficking        Promoting increased involvement of schools in prevention of children at risk and supporting school reintegration of children withdrawn from WFCL
  • Encouraging the participation of children/youth in advocacy and lobbying against the Worst Forms of Child Labour
  • Raising the awareness of the public on the Worst Forms of Child Labour.

In line with the overall priroties identified by the Government and development partners,  ILO priorities for 2008-2011 include:
  • Legal enforcement of Hazardous Child Labour (HCL) List in Kosovo and support to its application through supporting the processes of:
  • preparation of a Kosovo Action Plan for implementation of HCL List
  • up scaling of Child Labour Monitoring System Kosovo wide to ensure a national fact based data collection system on CL and a referral mechanism for identification and protection of children from Worst Forms of Child Labour (WFCL)
  • setting a set of standards for withdrawal and reintegration of children involved in Hazardous Child Labour  (including: street work, agriculture, coal mines and quarries, scavenging at dumpsites) and other WFCL (including: trafficking, CSEC, use of children for illicit activities)
  • Strengthening the capacity of schools and youth centres in prevention of children at risk of hazardous labour and school reintegration of children withdrawn from WFCL
  • Strengthening the capacity of government institutions and social partners to improve the governance of the labour market
  • Strengthening the capacity of labour market institutions and the social partners to develop and implement employment policy
